Traditional delivery vans work well between cities. They are far less efficient inside cities. DHL’s London operations faced several common problems:
- Time lost searching for parking: Van drivers in central London can spend 20–30 minutes per shift searching for a legal parking space — hours of lost productivity across a full delivery day.
- Congestion delaying deliveries: London averages just 9mph in peak hours — the slowest in Europe. Every minute stuck in gridlock means a late delivery and a missed window.
- High operating costs: Congestion Charge (£18/day), ULEZ (£12.50/day), road tax, MOT and servicing mean a single van on central London routes can cost over £6,000 per year in charges alone.
- Driver recruitment challenges: Every van driver requires a full category B licence — limiting the talent pool at a time when qualified drivers are increasingly scarce and expensive to recruit.
- Parking fines: When no legal space is available, drivers choose between a delayed delivery or a fine. In central London, where enforcement is intensive, fines are an almost daily operational cost.
- Environmental regulations: ULEZ covers all 32 London boroughs 24/7. The Congestion Charge EV exemption ended in January 2026. For a business with net-zero commitments, a diesel van fleet in central London was no longer sustainable.
The solution
DHL deployed CityQ cargo bikes throughout London for daily commercial operations. After more than two years of successful operation, the same platform appeared during Formula 1 weekend in Barcelona, demonstrating how the solution could operate efficiently even during one of the world’s busiest logistics events.
The bikes were used for:

- Multi-stop delivery schedules: With free parking at every address and no time lost searching for spaces, riders completed more stops per shift — improving delivery efficiency across high-frequency, multi-drop London routes.
- Dense urban environments: CityQ's compact four-wheel platform navigated the tight streets, pedestrian zones and restricted areas of central London that vans struggle to access — reaching addresses door-to-door without detours or delays.
